TORONTO — Two sessions at the International Association for Food Protection (IAFP) conference dealt with the complexities of Listeria and performance standards.

Sanjay Gummalla, from the American Frozen Food Institute (AFFI), said the premise that a single cell of Listeria monocytogenes can cause disease does not have scientific basis.

Gummalla previously co-authored an opinion article on Listeria policy in the U.S. and Canada. As frozen foods do not support Listeria growth, they are considered low risk but the older population is an expanding at-risk group and the pathogen can grow at refrigeration temperatures.

Listeria monocytogenes has been detected in a number of frozen vegetables tested in Ireland.

The Food Safety Authority of Ireland (FSAI) said findings show a potential risk of illness for consumers who have non-ready-to-eat (RTE) frozen vegetables, fruits or herbs without cooking.

After a 2015 to 2018 listeriosis outbreak in Europe traced to uncooked non-RTE frozen sweetcorn and other vegetables, a national microbiological survey on frozen vegetables, fruits and herbs sold in Ireland was done between August and November 2019 by the FSAI. Nearly 200 people in eight European countries and the United Kingdom are involved in a Salmonella outbreak ongoing since May 2018.

Salmonella Enteritidis infections have been linked to frozen breaded chicken products from Poland with the most recent illness in the UK in December 2020.

Denmark has two infections, Finland has four, France has 33, Germany has six, Ireland has 12, the Netherlands has three, Poland has five, Sweden has six, and the United Kingdom has 122. One probable case was reported in Canada in 2019 but that person had travelled to Europe during the exposure period.

Researchers have provided alternatives to the zero-tolerance approach used in the United States to manage Listeria in low-risk foods.

The U.S. has this method for all ready-to-eat (RTE) foods, regardless of risk profile, so all positive tests prompt a recall.

“A blanket zero-tolerance policy for all RTE foods provides a very strong disincentive for zone 1 (product contact surface) testing, as well as a significant disincentive for finished product testing. More specifically, the challenge with a zero-tolerance approach for all foods is that all positive test results will lead to a recall, therefore potentially limiting the willingness to frequently sample,”

Listeria was detected in almost a quarter of frozen vegetable samples in England, according to a study.

Between December 2018 and April 2019, 1,050 frozen fruit and vegetable samples were collected. Listeria monocytogenes or other Listeria species were detected in 167 samples of vegetables. Listeria monocytogenes was present in 10 percent of frozen vegetables.

The study of frozen fruit and vegetables from catering and retail premises in England assessed microbiological quality with respect to Listeria and E. coli. Findings were published in the International Journal of Food Microbiology.

Chicago-based Harvest Food Group Inc. Friday recalled more than 47,000 pounds of not-ready-to-eat (NRTE) chicken fried rice products due to misbranding and an undeclared allergen, according to the U.S. Department of Agriculture’s Food Safety and Inspection Service (FSIS).

The products contain milk, a known allergen, which is not declared on the product label.

The NRTE chicken fried rice items were produced on Nov. 12, 2018, Dec. 4, 2018, and Dec. 5, 2018. The products subject to the recall are:

  • 9-oz. cardboard packages of “yumnum global cuisine YAKITORI SEASONED CHICKEN FRIED RICE” bearing lot codes “C041A8K12 BEST BY 11/12/2019,” “C091A8L04 BEST

The USDA’s Food Safety and Inspection Service (FSIS) late Monday issued a public health alert to inform consumers that 6,907 pounds of chicken products produced by Puerto Rico’s Productos Dany Inc. may contain products that have been recalled because they contain previously recalled ingredients.

These products were imported by the Puerto Nuevo-based Trafon Group but were not presented for FSIS re-inspection and were subject to FSIS Recall 123-2017 on Nov. 16

The not ready-to-eat chicken products were produced and packaged on various dates from Oct. 30, through Nov. 7. The following products are subject to the public health alert:
