After more than a week of [voluntary closure](https://www.foodsafetynews.com/foster-farms-halts-operations-at-troubled-plant-again/) to expand “manufacturing procedures and monitoring systems,” Foster Farms today reopened its poultry plant in Livingston, CA. Operations at the plant were originally shut down by the U.S. Department of Agriculture on Jan. 8 for a cockroach infestation. Before that, the plant was one of three tied to an ongoing [Salmonella outbreak](http://www.cdc.gov/salmonella/heidelberg-10-13/index.html?ref=foodsafetynews.com) that has sickened at least 430 people in 23 states. The company put a voluntary hold on plant operations Sunday, Jan. 12, to ensure that its USDA-approved preventive plan was fully implemented In the company’s [press release](http://www.fosterfarms.com/about/press/press%5Frelease.asp?press%5Frelease%5Fid=167&ref=foodsafetynews.com), Foster Farms President Ron Foster said, “Although this has been a challenging time, we remain committed to the highest level of quality and food safety through all aspects of our plant operations and will emerge a stronger company.”
